Organizations in the SECC

What charities/organizations are involved?

One of the great benefits of the SECC is the wide variety of charities and causes represented — there's something for everyone. They range from small local organizations to large and well-known statewide, national, and international groups.

Those charities that wish to participate must meet stringent legal requirements, and then be reviewed in great detail by teams of state employees to ensure:

  • They are recognized by the IRS as 501(c)(3) nonprofit organizations and registered with the Secretary of State.

  • They are audited (or reviewed) annually by an accountant in accordance with generally-accepted auditing standards.

  • They provide direct or indirect health and human services.

  • They spend no more than 25 percent of funds raised on administration and fund raising — unless they qualify for an exception due to special circumstances.


Online searchable database of all charitable organizations approved for participation
in the current State Employee Charitable Campaign. Each listing contains:

   (a)  the charity's name, contact information, a 25-word description of services,
         and current administrative/overhead percentage;

   (b)  the campaign area for which the charity has been approved — either
         STATEWIDE, or in one of the state's LOCAL campaign areas
(SEE MAP); and

   (c)  the name of the charitable federation to which it belongs.

Directories and mini-directories are updated annually in August, in advance of that fall's campaign (Sept. 01 – Oct. 31).

Want your organization to be part of the SECC?

The State Employee Charitable Campaign is an open campaign and encourages any and all qualified organizations to apply.
A charitable organization that does not spend more than 25% of its annual revenue for administrative fundraising expenses is in good financial standing, and has local or statewide presence is potentially eligible to participate in the SECC.

There are other requirements in order to participate, however if the charitable organization fulfills the requirements mentioned above it is recommended to pursue completing a full application.

If you provide services to one local campaign area please contact your
Local Campaign Manager to apply.

If you provide services to two or more non-contiguous areas please contact the State Campaign Manager for additional information and/or see the application provided below.

An organization wishing to apply as a statewide organization must be affiliated with a SECC statewide federation in order to apply.

2019 Application Deadline (for statewide, not local charities): Friday, February 15

Local charities can reach out to their Local Campaign Manager (contact info here) for specific deadlines in their region of Texas, which is typically in late March.


2019 is a full application year, meaning that all charity federations and charity federation affiliate organizations must submit all application documentation. There will be no re-certifications available until the next application cycle in 2020.

Please carefully review the details in the attached documents to ensure that you are submitting the correct documentation for your organization.
